The first Western Balkans Public Voices Forum was held in Budva on 20–21 October, organised by Montenegro’s Ministry of European Affairs in partnership with the European Union and the Federal Government of Germany, through the Sustain Media project implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Taking place within the framework of the Berlin Process during Montenegro’s chairmanship, the Forum brought together policymakers, media professionals and communication experts to discuss how to make European integration more accessible and relevant to citizens across the Western Balkans.

Discussions focused on strengthening public trust, improving communication on EU enlargement and demonstrating the tangible benefits of regional cooperation and reform. Participants emphasised that effective communication requires open dialogue, reliable information and stronger partnerships between institutions, media and citizens.

Opening the Forum, Montenegro’s Minister of European Affairs, Maida Gorčević, highlighted: “As Montenegro approaches the final stage of its EU accession negotiations, we want our progress to inspire the entire Western Balkans. What do these processes mean for young people seeking opportunities, for businesses looking for new markets, or for families hoping for a better quality of life? These are the stories we need to tell more clearly. We may have different responsibilities, and we will not always agree. But we share an interest in societies where facts matter, institutions are accountable, and citizens can make decisions based on reliable information,” Minister Gorčević concluded.

German Ambassador to Montenegro Edgar Alfred Gansen focused on the importance of communicating European integration in ways that are clear, credible and relevant to citizens. “Fundamental objectives, such as strengthening the rule of law and democracy and combating corruption, bring direct benefits to society. Today’s event is a concrete example of efforts to promote the rule of law and democracy,” Ambassador Gansen said.

The Forum featured a fireside chat with Montenegrin Prime Minister Milojko Spajić and a panel discussion on communicating European integration and the role of the Berlin Process, bringing together representatives of regional institutions and the governments of the Western Balkans.

The Public Voices Forum provided an opportunity to exchange perspectives and explore ways to communicate the region’s European future more clearly, credibly and inclusively.

The event forms part of broader efforts under the Berlin Process to strengthen regional cooperation and support the Western Balkans on their path towards European Union membership.
